Opposition to Local Data Centers Falls When AI Safety Guardrails are Attached, AIPI Poll Finds

Attaching safety guardrails to a community data center makes opposition fall from 57% to 38%

National polling from the AI Policy Institute (AIPI) finds that voters’ opposition to local data centers turns less on the data centers themselves than on whether they come with rules: the same facility draws majority opposition when it carries no AI-specific safeguards, and majority support once safety guardrails are attached.

Findings from the survey of 1,007 likely voters, conducted June 10 to 11, 2026:

  • A 19-point swing when guardrails are on the table. Offered a data center in their community with no AI-specific rules, 57% of voters said keep it out and just 21% would allow it. Attach safety guardrails to the very same facility and opposition falls to 38%, with the regulated data center winning 47% to 38%.
  • Data center + guardrails = the most popular option. In a head-to-head between a data center built with AI guardrails and one built under no rules, voters chose guardrails 74% to 6%. The unregulated option was the least popular choice the survey offered.
  • The pattern holds across the aisle. Sixty-three percent of Democrats and 48% of Republicans would bar a data center offered with no AI-specific rules, while majorities in both parties — 72% and 77% — would accept a local data center built alongside guardrails.

Methodology: The AI Policy Institute surveyed 1,007 U.S. likely voters online from June 10 to June 11, 2026. Results were weighted to population targets on gender, race, education, age, and 2024 presidential vote, with additional weighting for whether respondents passed embedded attention checks.
